I'm not advocating carte blanche ignoring of criminal activity - but what is the sense in locking up vast numbers of addicts. Once inside there seems little scope for treatment - other than cold turkey. Where's the emphasis on education and rehabilitation to reduce the numbers of re-offenders. The "war on drugs" as it is can not be won.
